Know the building before changing the street-facing fabric

Bega Valley Shire Council's Development Control Plan describes Pambula's low-scale village centre, with the main commercial area around Quondola and Toallo Streets and residential streets beyond it. The plan includes guidance for visible roofs, verandahs, shopfronts and signage in the relevant town-centre precincts. A committee considering a new window, awning, roof material, exterior colour or sign should identify the parcel and proposed work first. The appearance of a neighbouring building does not establish the approvals for its own site.

Get the scope right before commissioning a quote: record the existing material and condition, whether a feature is part of common property or a lot, and whether the work is repair or a proposed change. Owners can then compare a compatible repair with a replacement proposal on a clear basis. Where the building has no heritage status or town-centre control, ordinary planning and strata approvals still need to be checked for the actual work.

Check heritage status without making assumptions

If a scheme is listed, within a conservation area or close to a heritage item, ask Council about the applicable process before approving exterior or structural work. A village strata budget should show the recurring services and the known condition of its own roof, drainage, paths, boundary structures or building services. Gather previous reports and quotes, distinguish urgent maintenance from planned replacement and explain the funding choice to owners. A small number of lots can make one substantial repair a meaningful levy decision; owners need the scope and timing early enough to consider options.

For an address near lower ground or a watercourse, Council's Pambula River, Pambula Lake and Yowaka River Flood Study is a starting point for checking mapped conditions and any development implications. Being in the broader catchment does not mean a particular Pambula property is flood affected. Use the parcel information and appropriate advice where proposed work or an actual drainage problem calls for it.
