Strata Support for Paddington's Heritage and Boutique Buildings

Managing a Paddington strata building calls for attention to the details that make it distinctive. A shared roof, an original street-facing window or a narrow entrance may need a considered repair scope rather than a generic replacement specification. Owners also need to understand what they are being asked to approve and how the work will be funded.

Ellouise Tyrrell Strata Management (ETSM) supports Paddington owners corporations with meeting administration, financial information and the coordination of authorised common-property work. We discuss the building's facilities, outstanding matters and committee expectations before preparing a management proposal.

Your enquiry is handled through our Coogee head office. There is no separate Paddington office to visit.

Two council areas: start with the property address

Paddington extends across Woollahra Municipal Council and the City of Sydney. A suburb name alone is not enough to select the applicable planning rules. Confirm the council area, heritage status and controls for the actual property before instructing external alterations or requesting an approval assessment.

For properties in Woollahra's area, consult the Council's development rules and Paddington conservation controls.

For properties in the City's area, check which City of Sydney planning controls apply.

Keeping the correct property details in the scheme's records gives the committee and its consultants a consistent starting point. Include the street address, strata plan, relevant approval documents and any heritage information already obtained for earlier work. A previous approval should be checked against the scope now proposed.

Repair scopes that respect the existing building

For an older apartment building or strata-titled conversion, begin with the condition of the particular element. Is a contractor repairing part of a window, changing its material or replacing the full assembly? Does a proposed roof repair retain the existing appearance? Those distinctions help owners compare quotations and identify questions for a suitably qualified consultant.

A useful committee brief can record:

  • Photographs and the location of the affected shared element.
  • The proposed repair, materials and finish, including any change in appearance.
  • The investigations or specialist input needed before a final specification.
  • Relevant approvals, written conditions and the proposed access arrangements.
  • The price basis, exclusions and information owners need for a decision.

This approach is particularly useful when quotations describe different work. The lowest total may exclude access equipment, preparation or an item another contractor has included. Ask for those differences to be resolved before the committee recommends a proposal to owners.

Check heritage permissions before work begins

Being maintenance does not automatically remove the need to check heritage requirements. Both councils publish pathways for certain minor or maintenance works, with written confirmation relevant to the applicable exemption process. Other approvals or permits may still be needed, and the outcome depends on the site and proposed work.

Keep the accepted scope and any Council correspondence with the contractor's instructions. If a contractor proposes a different material or discovers additional deterioration, return the change to the appropriate decision-makers before extending the work. ETSM can help coordinate the administrative steps within its appointment; technical assessments and approval decisions remain with the relevant specialists and authorities.

Small schemes need clear decisions too

A boutique building can have fewer shared facilities and still face important choices about its roof, external walls or common entrance. Where owners know one another, informal discussions can be useful, but the outcome should be recorded through the appropriate process so future owners and committee members can understand it.

We help organise meeting material around the issue, proposed options, available financial information and the decision required. For planned work, distinguish an initial investigation from approval to proceed with construction. That makes it easier to track expenditure and explain why a further decision may be needed once a report or specification is available.

Financial reporting should also help owners see how current operating expenses relate to future work. Review the building's existing capital works planning and obtain cost information appropriate to the property. A small lot count is a reason to discuss funding carefully, because each owner can feel a substantial project cost directly.

Owner alterations in a strata-titled conversion

An apartment within a converted building may have an unusual layout or retained original features. Before an owner starts work, establish the proposed scope and review the strata plan, applicable by-laws and relevant permissions. A contractor's description of work as internal does not settle every strata or planning question.

For the broad NSW approval categories, see NSW Government strata renovation guidance.

Encourage owners to provide plans and a description early enough for proper consideration. A useful submission explains the affected areas, any proposed change to services, contractor access and how shared areas will be protected. Clear records can reduce confusion when a later repair or sale raises questions about what was approved.

Paddington strata management FAQs

Can ETSM manage a small Paddington apartment scheme?

We welcome enquiries from boutique owners corporations. The proposal should reflect the scheme's lot count, shared facilities, records and required support. A strata-titled terrace conversion can be considered on that basis; a conventional terrace is not automatically a strata property.

Does every Paddington property follow Woollahra's planning rules?

No. Paddington spans two council areas. Identify the authority for the exact address and check the current controls relevant to that site. Do this before using another building's approval as a model for your project.

Can a committee approve heritage work without checking Council?

Strata authorisation and planning or heritage permissions are separate matters. Check both for the proposed work, including any exemption process. Where written confirmation is required, obtain and retain it before starting.

What should we provide for a management proposal?

Send the address, strata plan number and lot count, with a short description of current concerns. Recent meeting minutes, financial statements and any outstanding work reports will help frame the discussion. The current management agreement can also help identify the handover steps.
